It doesn't really matter exactly how it's calculated or how thrust or other factors affect it. Just know that the lower the figure, the better.
Of course, it's relative to the passenger capacity, speed & range of the aircraft as well. For example, a Cessna Grand Caravan will have a very low fuel flow factor (221!), but it only carries 14 passengers (pax) & you wouldn't want to fly it more than a few hundred miles at the most. A B747 on the other hand has a huge fuel factor (> 70,000), but carries far more passengers much further distances. Guess which one makes the most money....
You also have to consider the period of time you're in. The 1960's produced a lot of gas-guzzling jets but there's not a lot you can do about that, except use propeller aircraft like the Canadair Yukon or the Tu-114, which use half the fuel of say a Convair jet or B707 respectively. There's a reason those jets aren't around anymore.
One way to compare different planes within the same time period is simply to divide the fuel flow figure by the default number of passengers. The lower the resulting figure, the more fuel efficient per passenger the plane will be.

However there appears to be some small consideration for aerodynamics.... not really worth mentioning but the TSFC (Specific Fuel Consumption) that you can view on the aircraft information page seems to be a factor. The 747 should burn more fuel than it does just going by the flow numbers.... hence why it is so profitable... and why some of the smaller planes burn more than they should...

i've read from other threads that A340 is better than A330 considering thrust or something even though it has 4 engines.. i forgot. But is it possible that fuel consumption is not only comes from fuel flow?
The fuel flow given is the plane's total fuel consumption, not per engine. The A340 has lower fuel flow in-game because of some quirk in the way it's calculated, so it's more efficient than the A330.

Lower fuel flow also gives you more range 9 times out of 10, depends on if you are going to use the plane for shorter routes or longer routes.
