We need to curb the growth and continuous reign of those notorious "spamliners" who takes advantage of unfair competition and outrageous IFS. For example, we could require airlines to have a license to operate "Heavy" types of aircrafts or a license from each country to operate out of.

Just like if I wanted to start an airline in Singapore then I wouldn't be able to to fly anywhere else.

I agree we should do something but let's say it's going to cost 500M to operate flights to a another country. If I'm in the USA then I'm fighting 40+ other airlines to get enough money to fly to Canada or Mexico. It would be nearly impossible.
Just like if I wanted to start an airline in Singapore then I wouldn't be able to to fly anywhere else.
I have an idea which includes several factors that determine that. Demand, distance from destination, size of market.
