Hub and spoke: what works better?

I see three different scenarios (for hub and spoke networks anyway):

1: look for best profit on all routes to/from/between hubs
2: look for best profit between hubs, go for high LF on other routes
3: look for high LF between hubs, go for best profit on other routes

Of course the occasional deviation is possible but I'm after the best overall scenario. Is there a fourth (or even higher numbered) scenario?
