I only have 4 gates but I'm being charged for 12, it appears as if it has been happening for awile.

That happened to me last version, it never got fixed though, just had to live with it, by the end my gate costs were 15mil too high per month.

totally banned
Try returning all gates and leasing again. When you get the gates returned for unusing them, you keep on paying for them (Bug...). Maybe thats what happened.
