In this world I was wondering how a player has hubs, terminals and routes to and from cities that are not in the players starting country of Norway. For example he has a hub in LHR and ARN. European Open Skies.
Here often incorrectly called European Union, but strictly speaking not EU since Norway, Switzerland and Iceland are not part of EU (but are members of a lot of other European agreements).

But it is only 1982, and that says it takes effect 2000. Plus when I tried to make a route from Gatwick to Paris it denied me. Do I need a terminal or hub first.

But when I tried to make a route from Milan to Heathrow it would not let me. Do I have to make a terminal or hub?

If you look closely at Northern Airlines route map, the only routes that are from ARN and LHR goes to Norway, thus to the airlines starting country.
