Operate an aircraft with reduced payload for shorter runaway

Is it possible to operate an aircraft out of an airport that, normally doesn't have a long enough runway, but by reducing the number of seats, it should be able to takeoff? A real world example is Porter Airlines, operating Q400 out of CYTZ, but instead of configuring the aircraft with 78 seats, it only has 70 seats.

 

I can't seem to get Q400 to operate out of CYTZ, hence the question.

The Q400 will easily operate out of Toronto Bill Bishop in game, what is your issue? :P

Ya I was using Q400 NextGen rather than Q400. The NG can't operate out of city center, but Q400 can.

I use Billy Bishop a lot   it will run out of there,.. So will an Il18, And the Airbus 319 Neo.,  CS100,  I follow this Airport closely along wirth Burke airport in the US.  Saying that in  Realife   They wont run there for long. The Port Authority shut down Porter Airlines plans to extend the runway so they can run jets. They promised to buy the CS100 if the runway was extended.  And they would of been allowed to fly from there to anywhere in Canada /US nonstop.   They already run Q400 with reduced capacity. Due to safety concerns.  The advantage of the Airport is the reduced runway length keeps  competitors out. disadvantage, there is no road to drive there on.  Theres a boat or tunnel, I believe.  It is the eighth largest Airport in Canada with one Airline. No road , less then 4000 ft runway.   And porter locked down facility use with leases.And Jazz got kicked out.  There is no B plan for Porter now. They cant compete.  on equal footing. But they found and created their market. That is destroyed now.   Its another example of Socialist wanting business destroyed . And airports being thought of as eyesores.

 

Burke Airport on the other side of the lake. in Cleveland.  is similar to Billy Bishop.   They have a short runway, and no Airline due to the city refusing to allow one in there. Wright Airlines used to fly there before the 80s.  The city  take Federal funds which extends airport life for 20 years and refuse to allow anyone worthwhile to use it. By applying high fees to keep businesses out. Furthermore. Anything you bring there becomes city property after 5 years.

Even a C5A can fly in , 757,  767, C141,  Ive seen some monsters in there. But it is absolutely closed to airline use by the city.  It host an airshow  yearly. And used to host an Indy car race .   And again business is under attack in America by Socialist and Communist in government. Who care about nothing but more money for doing nothing.
