Premium economy products vary from airline to airline, i.e premium economy on BA is verrrrry different to premium economy on DL, similarly to premium economy on CX, so it will be a pain to decide what is and what isn't premium economy. Would you class short-haul business on LH/BA/IB etc premium economy as its the same seats just with two blocked off in each row?

BA has a 9 abreast 777 PE cabin with pitch of 38" and same seat structure as economy with a little more recline.
DY (Norwegian) has 7 abreast recliner seating at 46" pitch and footrest and personal armrests and more space.

Kinda my point, but compared to the American short-haul business, European business is premium economy. When you compare premium economy products from CX to DL it's the same as comparing short-haul business between EU majors and US majors. And I believe BA offers 8 abreast 777/744 PE cabin, and at least in Norway, Nowegian market theirs as an alternative to business class so they're aiming for a market that BA's J class covers. Similarly as DY offers 7 abreast on the B788 and the A380, BA does also albeit with 38" pitch. BA can get away with this because they already have a fully fledged business class with lie flat beds which IMHO trump the Nowegian offering by some margin even if they aren't the best business seats in the business.
