You can only build hubs and terminals in the country your airline is based in unless you are in one of the open worlds.
If you're in EU you can build terminals and hubs in other EU countries, but you can operate from those airports only inside EU.
There's also exception with some US overseas territories like Puerto Rico and Guam where you can operate the same way as in US, including international routes (I think this is not programmed but shold the same be the case with some French, British and others' territories like Bermuda or French Polynesia?).
Another question....
In the 1 hub/terminal map is it recommended to keep them in your HQ city or put your 1 hub or terminal in a separate city ?

It depends. If your main base of operations is from your HQ city, it may make sense to hub that city.
Makes sense, and if your gonna hub it you want your terminal there too.
Not sure about the hub/terminal stance. I am operating in world S3B which is an open world with no restrictions. However when I build a hub/terminal in another EU nation than my base, I cannot open routes as there is a restriction of 'you cannot fly this route due to political restrictions'

I think S3-B does have political restrictions, in that case you can only fly within the EU from the new hub/terminal. International routes can only be flown from your home country to non EU countries.

Doesnt seem to allow for this. Home base is BUD and want to build a hub in EDI. I can build the hum and/or terminal but cannot start flights. Maybe I will be able to after May 1989 when Hungary joined the EU?

I made the dubious decision to open a hub at BHM (Birmingham, Alabama). If I start connecting it to more major airports, can the transfer passengers make up for the city's lack of passengers?

lelekolo - I believe you'll need to wait until 2000 to run services out of other EU countries
Misanthrope - You can but it will take an awful lot of incoming passengers to start making a difference. For me it's usually over 100 destinations. But even then it's not going to turn BHM into ATL.

I don't think AE works like that. It hasn't for me. However, eventually you might be able to artificially produce passengers.
