No C class layover passengers

On very small long haul flights, I'm able to fill F and Y but C doesn't seem to have any layover traffic.
The lower the demand, the harder it is to get connecting passengers. Some routes may have a demand for one or multiple classes of passengers of basically 0, making it nearly impossible to get exchange passengers. This is intended behaviour as far as I am aware, but if you have specific examples that may be strange, do tell.
