if im based in sweden, and i want to fly helsinki (finland) to vienna (austria), and all three countries are eu, shouldnt i be able to do that? for context, its 1999 in rdelta, all of those countries joined the eu in 1995, and yet i cant do that route?

The EU open skies does not take effect until game year 2000, so you will need to wait until then.

Except that you can already build terminals for some reason before that.
