Why can I open a hub in New Zealand as an Australian airline?

In my current R1 game im playing as an airline in Australia. I just discovered that upon reaching 5 gates I can open a hub in Auckland! Why tho? It's a foreign country.. or is there some sort of Australian/Kiwi agreement?

EDIT: I can even build a terminal!

Might be a glitch. Australia and New Zealand have an Open Skies agreement, so you can start in one and hub in the other, but that’s not supposed to start until 1983.

I'm guessing it's been implemented anyways. The game does use very recent annual passenger figures regardless of the game world date, so the Open Skies agreement probably also has been implemented between the two countries regardless if it's before 1983.
