b.) I believe the il-14 was a product if reengineering. so, it's pretty much a knockoff

The IL 14 is not just a copy. its based on the IL 12 . The Il 12 based on the LI 2 and the LI 2 was a license produced DC 3.
Its a straight development of the DC3

Its based of the Il-12, which was designed to replace a liscense produced varient of the DC-3 the soviets bought pre WWII

The Il-14 was designed off the il-12, which was a license-built DC-3. So of course it was a copy!
