I think you are asking if it is possible to edit an IFS you have already set-up. If so, no it is not possible, and you will have to make a new one.

In my eyes, probably the following:
-Minimum wage for staff ($7)
-Maximum Daily Utilization
-Spam IFS/IFE
-Spamming Routes (i.e. 20000 daily seats for route w/ 200 daily seats)
-Hubs everywhere
