The seat limit is based on FAA/EASA regulations. Not based on available space on the cabin. B737-900 have the same amount of doors and window exits as B737-800.
But that's exactly the problem isn't it? In game, applying realistic seat configs to a 737-800 and a 737-900 yields a different legroom rating when IRL the legroom would be the same.
