R0 lower passenger demand?

Hi.

 

Its been a while since I played AE but have jumped back on to R0 and having a good time. It seems to me that passenger demand between cities is much lower now than it used to be when I played the same world previously.  Has there actually been a change to the way its calculated or am I imagining things?

 

I searched the forums and couldn't find anything but apologies if this has been addressed elsewhere.
