It's at the end of the next month. So Aug 9th, 17th, 1st, 23rd doesn't matter. Lets say you lease extra gates. Whatever you aren't using at the end of Sept 24th will get returned. To prevent you from being able to monopolize the airport since if you just lease all the gates and sit on them, only people based in the same country could build a terminal to get around that which will really limit competition. especially in small countries like Hong Kong, if I just leased all the gates at that airport I would be able to run with literally zero competition since there isn't even another airport in the country other than the heliport.

Once you start flying a plane between city pairs, it can't teleport to fly somewhere else. You may have a plane flying Airport A to Airport B and have 100 available hours after that. If you go and try and fly that same plane Airport C to Airport D it will not show up because that plane never is in either of those cities. So while you may clearly have hours available the plane can't magically appear somewhere it doesn't fly to. If you add a flight that takes it from a city which it already operates out of like city A or B, and fly it even a single time to C or D you then will be able to operate C to D pending political restrictions.  

if the plane you are trying to use already operates any route for you it has to be in HNL or DXB already. Say you are an american airline and use the plane to fly LAX to ATL it will not show up as available to fly HNL to DXB as it can't teleport to one of those cities unless you fly it to HNL or DXB from a city it already operates in like by adding HNL to LAX, then it will appear so long as you have sufficient hours remaining to operate HNL to DXB
