Can't add new flights under 1k mi

I'm playing in SB4 and cant setup any flights under 1000 miles I've had this issue in the past.

Let me elaborate this has happen in the past, I stopped playing the game for a while because of it. I went to setup a route PIT to DFW it loads and doesnt assign an ac to the route. I also cant lease gates, Why is this happening?
