Non-payment even when we have enough cash on hand

We are getting non-payment emails yet we have enough cash on hand to pay them. Why would this be?

 if you owe $2m for a lease and have $10m daily operating cash but have $1.5m in the bank, the game will take the $2m first > not enough cash / give warning, then add $10m to you balance.
