If i have a an airline in UK

If i have a an airline in UK can i fly from Saba or if i have an airline in Netherlands can i fly HLE-CPT OR SCL-MPN ?

After 2000 the entire EU becomes open skies with itself. So you can fly from the Netherlands to EU destinations but not international destinations if you are based in the UK.

You can fly from Saba to other open skies destinations, the Netherlands Antilles is literally the only one in North America. Unless you are starting a long haul network of flights to Europe it’s not really worth opening a hub there

Saba to St Maarten, yes. Saba to Bridgetown, no. I’d research the open skies within the Caribbean, as it’s confusing. Not sure about Guadeloupe or any other French island being in the Openskies, although the Caribbean Netherlands is
