Not sure if this is the right place, but I do need some advice.

I am currently 19. In college. I used to do flight training when I was 15. I have 7 flight hours logged in my logbook. I had to take time off because I could not afford it. However I would like to start back again. I am not sure if I should go back to the same school or to a different one. I am not even sure if my 7 hours will even be helpful as well. I would prefer a fresh start so I am considering just going to another school. I am based in NYC. If anyone knows any good flight schools, please let me know.

Being someone who's also based in NYC, I suggest you try Vaughn College and see if that school suits you. Call them if you want more info about their course offerings.

I do not know which flight schools are closer to your home. I can however tell you that the experience you have is not much. I do not know if you were provided with a Flight Training Log  which would record what you have done and what was the progress. During my Flight training back home in Pakistan the first day I went to the flight school I was asked to get my medical done before my name can be added to the list of trainee pilots.

The day I had my medical certificate  I went to the Flight School again there I was given on payment my Flight Training Log and Pilot Log Book along with Check List and Aircraft Manuals. I was also asked to do an Air Experience which was as 45min of Air Ride. This Air Experience flight is done to see if the Person has any fear or hidden deficiencies which were not evident though the Medical Reports.

My Ground Training i.e Classes regarding Aviation subjects also commenced all 15 books were provided along with Flight Radio Telephone.

In Pakistan we are required a Student Pilot Licence  which can be applied after the Air Experience and till this license is not issued we can only fly upto 5 hours. So considering you experience of 7 hours I assume only basic flight maneuvers would be taught as normally Take off and Landings are done after 7 hours.

In my opinion the instructors would go though with what you had learned 4 years back but your Flight hours would be added i.e if you fly for 1 hr then it would be added to the 7 hrs you already have.
