I don't understand how he can be number 1 with routes between small airports with absolutely no demand.

Connecting traffic. Some claim it's an exploit but the game dev has not "fixed" it and even went as far as to upgrade the servers to handle The Empire's heavy load on the game.

Therefore it's the logical conclusion that this is the way AE is meant to be played!
