What happens when the Alliance head quits the game world?

I'm currently playing in S3A and i'm in the Star Alliance alliance alliance :P. Anyway, the person that started it quit the world and It looks like no one is controlling the Alliance alliance. Is there any way to fix this or just jump ship and start/join a new alliance?

I don't think so.  The last world I was in, our alliance head left.  There was no way for us to expand, so one of the members just started a new alliance.  I don't believe there really is a way to fix it, unless I'm mistaken.

No, there's no fix. If the alliance leader chooses to leave the alliance voluntarily (but stays in the game), the player will be prompted to nominate someone else in the alliance to take over as leader. If however they just quit the game altogether, the alliance just goes on autopilot and there's no one to accept new members or do anything else. So unless the alliance is still spectacularly useful, you may as well just bail out.
