Loss of quality when adding logos

I was making a livery with this "wave" background the other day, so I made a 3000x3000 image with this pattern. I then took the tail shape and erased the pattern to only where it was supposed to be. When I made it smaller though, it looked pixelated. I've heard of vector images before but I don't know how to use them. Is that the solution, or is there something else I should do to fix it?

Vectors are shapes that you can edit, and dont lose their resolution when enlarged or when made smaller. You'd have to make the entire thing all over again.
