I was wondering how people get the banner things at the bottom of there posts and what they are actually called.

It's called a signature

Signatures. You can edit yours under "Edit My Profile" on the top right of your profile page, select the "Signature" tab, and basically enter whatever you want.

 

Most of the users here create their own banners using a Photoshop, GIMP, etc., then post it to an image sharing site (imgur.com), and then pasting the link of the images onto their signatures.

Any resolution works because ultimately I'll be resized automatically, but I'd suggest making the height short.

 

imgur.com works well, in fact any image sharing sites (that doesn't delete your photos) work too.
