Why does Miami downtown only service helicopters. There is a 600+ passenger demand from Chicago. And how can a helicopter taxi to a gate? It only has 50 of them.

I find this very strange.

Demand is set by an algorithm using population information from what I understand.

Negative. IRL it doesn't have any gates. It's a helipad. It probably has landing slots but no actual gates with jetbridges or anything.
