Norwegian expansion into Asia

After coming across this article I began wondering if it makes sense for Norwegian to start an Asian subsidiary if it can't fly to Asia across Russia under its own name. Would such a strategy be logical? If so, which country would it likely be based in?

Japan tax is extremely High, they also have extreme Protectionist policy towards their local Airlines.
Also, it's pretty stupid for Russia to turned down money for giving them access.

Southeast Asian countries like Malaysia, Singapore, Thailand or Vietnam.
