Political Restrictions Confusion

So, I have an airline based at Heathrow, and I have bases in the other larger UK airports. I just opened up a base in Madrid even though it's not in my home country like it says it has to be. 

This got me confused...

 

Then I noticed that I couldn't fly anywhere but the UK from Madrid. 

Even more confused

 

Then this is the part that really got me:

I then opened up a base in Rome, and found out I was able to fly between Rome and Madrid. I also found out I could fly between Rome and Frankfurt (Which is not one of my hubs)...   What????

 

I leased 5 gates in Beijing, and found out that I COULDN'T open a hub in Beijing, although I did everything the same way as Madrid and Rome I also figured out that I couldn't fly from Rome to Beijing.

 

I currently have no Idea what the exact perameters for hubs in outside countries. An opposing airline I saw has many bases situated All over Europe, although it's a Spanish airline. 

 

My only theory is that the EU counts as "One country" when it comes to hubs, but you can only fly within the EU outside of your home country. 

 

Am I even close? Let me know!

Since you're based in the UK, which is a EU country, you can fly from another EU country to another EU country, meaning you can fly from Madrid to Rome, Rome to Frankfurt, Frankfurt to Paris, even if these cities are not your hubs. However, you cannot fly from a EU country (which is not your home country) to a non-EU country, means Madrid-JFK, Madrid-LAX, Rome-Beijing, Frankfurt-Dubai are not allowed.

 

You can only build hub/terminals in EU countries, this explains why you cannot build a hub in PEK.

Similar question- im based in tel aviv- all those political restriction mean i keep expanding the route network as i have no options for any point to point in destinations outside israel so im forced into a centralised hub style route network- any ideas strategies to make the best of this?

So as soon as the year 2000 arrives the political restrictions for the EU are lifted???

From 2000 and on, EU is treated as one country. *but* if you fly out of EU, you have to start the route in your home country.

Example: - if you are based in UK

 

Before 2000: all flights have to depart from UK

 

After 2000:

1. Flights within EU: all flights within EU permitted. You can also open hubs within EU too.

example) flights between Brussels and Madrid is allowed. You can also build hubs and terminals in Brussels(BRU) and Madrid (MAD).

domestic flights are also allowed (if I remember correctly) - UK airlines can fly flight MAD - BCN (Barcelona).

 

2. Flights out of EU: still has to depart from the UK.

example) LHR-JFK is allowed. but CDG-JFK is NOT allowed.

I cannot fly from Vienna to Frankfurt, although both were EU countries in 1996. I'm based in Budapest, could this be the cause?

Flights that are not allowed (1996):

- Warsaw to anything except Budapest

- Vienna to anything except Budapest

- Split to anything except Budapest

... and many others that I haven't tried yet.

EU Open Skies (or whatever it's called) doesn't come into effect until 2000
