Which country should I try to operate out of that would be most difficult (not accounting for competition)?

A heliport isn't an airport that you could really use like you want on AE

Vanuatu, I've tried and it ended badly...
I once succeeded and for fun I added some 767 or something flights

I did so it was easy as long as you terminate the lease on the cheapest starter A/C right away
Tuvalu is by far the hardest.....14k PAX a year with only one airport in the middle of the pacific with a 5000ft Runway

Probably the US. It's a massive market where tons of people flooding to it every second.

But it's still easy to make a profit and has plenty of airports.

The US isn't too difficult, if you make smart financial decisions and operate from secondary airports.
