Cant Start hub in HongKong or Macau

Is there a reason Chinese airlines cant build terminals in HK or Macau since technically there are all 1 country?

Hong Kong is China now (kind of), Macau isn't though.

I'm pretty sure both Macau and Hong Kong are special administrative regions of China.

Wrong, they have similar status as Special Administrative Regions of People's Republic of China.

 

In AE they are both separate from PRC with no additional benefits... 

I don't know what laws and agreements say IRW but that seems to be reasonable since no SAR airlines have hubs in PRC, or vice versa.

 

It's also worth noting that HK was for a long time a gateway to Taiwan since there was PRC-ROC direct flight ban, and it had a lot of additional passengers because of that, it was so before and after British transfer to PRC and stayed so until 2008, so making it just a part of PRC wouldn't make sense for multiple reasons.

(that ban doesn't exist anymore but some people here are stubborn about "regulation" being equal to "ban" which is IMHO totally ridiculous. -.-)

Is the ban on flights from PRC-ROC through the whole game?
