Allowing us to place hubs in other countries would be very helpful. We could use them to serve other countries.

Serving other countries would expand your airline, not make it spam. Just require your first hub to have a significant amount of lights charge $10,000,000 for the international hub and stuff and you won't get so much spam.

Jet Airways has a transfer hub in Brussels. Their American flights stop in Brussels, then continue on. That takes ages.

That's just stopovers though. Hubs imply that there's a regional/ medium/ long haul connection area.

Delta have hubs in AMS, CDG and NRT. While United have hubs in NRT as well.
