I would rather this be implemented through private worlds.

If a player has earned enough credits from a fair and definitive manner to start a private world, he should be allowed to configure it according to his ideas.

This would ruin the game and open up some space for really annoying charges they could implement because of this.

I think there should be a world in someplace like the USSR, such as government restrictions, such you have to apply for routes before you can make them or give the Communists the ability to semi control your airline, I think it will be intresting. ;)
