I've run across an issue where I can't buy International gates, it only gives me the option of building a terminal - which I can't do.

 

Can someone point me in the right direction?

What country are you based in, where are you trying to fly to, does the other airport have free gates?

Based in the USA - have looked at several european cities and only have the ability to build terminals. DOes that mean that there are no available gates?

Yes, have a look at the gates field, it will tell you how many gates are available and how many there are at the airport eg 0\80 there are no gates available at the airport out of 80 this is quite common at airports such as Dusseldorf where gates go very quickly, Hope this helps

The solution to this is to play in an open (O1 & O2) World - then you could (if you had the money) build a terminal
