When trying to create a route, enter the two cities, and your desired frequencies. If you need additional space there is a button to extend terminal on that page

I know, but it is done that way.

It's the same process for building a new terminal and extending an existing terminal. In either case you have to put in the *total* number of gates you want to end up with, not the additional number of gates.
